Here you will find information on passport applications for adults and minors as well as applying for a change of your place of residence.

General Information

The German Embassy Kampala issue passports to German citizens residing in Uganda.

A new passport law has been in effect since Nov. 1, 2007. Under this new law, fingerprints also must be stored on a chip contained in German passports. This affects all passport applicants six years and older.

It is therefore mandatory that you apply in person for the passport.

Application Process

The following documents are required in order to process a German passport. All documents have to be presented in original or in copy form certified by a German authority along with their respective copies (unless stated otherwise).

For foreign, non-English documents a German translation from a recognised translation agency must be presented.

  1. Well filled-in application form (see downloads below)
  2. Recent biometric passport photo
  3. Current passport (in case this is lost; a personal ID or copy of your passport/ID, police loss report)
  4. Birth certificate
  5. if necessary; a de-registration certificate (from the residents‘ registration office in Germany), in case a German place of residence is mentioned in your current passport (a copy would suffice)
  6. if necessary; a marriage certificate, in case your surname was changed by virtue of your marriage or such a change is being considered
  7. if necessary; a document regards your name declaration (see downloads below)
  8. if necessary; a citizenship document or a German naturalization certificate
  9. if necessary; a document confirming retention of German citizenship (in case a foreign nationality was acquired through application)

The Embassy reserves the right in specific cases to demand for additional documents where necessary.

The processing time is between 6-8 weeks, since biometric passports are printed in Berlin.

It’s therefore recommended, to consider applying for a new passport about 6 months before the old passport expires. However, in extremely urgent cases, a one-year-valid temporary passport can be issued (processing time: approximately 3-4 working days).

Note: The applicant must appear in person at the Embassy on the day of his/her application. A ready passport may be collected by a representative, given that an authorisation letter is presented on the day of collection. Please note that only complete applications are accepted. A new appointment will be necessary in case incomplete documents are presented. The Embassy reserves the right to request for additional application documents in specific cases when necessary.

Passports for applicants below 24 years are valid for 6 years. Biometric passports are generally issued to children. Fingerprints have to be taken from children that are 6 years and older.

The children's passport have been abolished starting from January 1, 2024. Children's passports issued or applied for before January 1, 2024 are generally valid until the end of validity date.

In case you are applying for your child’s first passport, a name declaration may be necessary (see downloads below). In addtion, a verification of Ugandan documents could as be necessary if the child was born in Uganda/has a Ugandan parent (for more information on the verification of Ugandan documents click here).

The following documents will have to be presented in order to process the passport application. All documents have to be presented in original (or as a certified copy) with respective copies (unless stated otherwise).

  1. Completely filled-in passport application for unmarried minors (see downloads below)
  2. One biometric identical colour passport photograph (3.5 cm x 4.5 cm) not older than six months, bright (white) background
  3. Birth certificate of the child
  4. Current passport/ID, presentation of a police report notice in case of theft
  5. German passports of both parents/of the German parent
  6. Birth certificates of both parents
  7. if necessary: de-registration certificate (from the residents‘ office in Germany) in case a German residence is mentioned in the current/old passport (copy would suffice)
  8. if necessary: a marriage certificate /document verifying partnership of both parents
  9. if necessary: document regards name declaration (available for download on our website)
  10. if necessary: a recognition of a child’s paternity
  11. if necessary: document showing proof of adoption
  12. if necessary: death certificate of a parent
  13. if necessary: custody order/declaration
  14. if necessary: citizenship document/certificate of naturalization

The Embassy reserves the right in specific cases to demand for additional documents where necessary.
On average the processing time lasts between 6-8 weeks. Please submit your child’s passport application about 3 months before it expires. Should your child on short notice need a passport for any urgent reasons, a temporary passport may be issued, in case an application for a normal passport has been simultaneously submitted.

Note: The application form must to be signed by both parents. Should you be a sole custodian of the child (having “sole guardianship”), please submit a legal custody declaration or a death certificate of the other parent. Should one of the parents not be present at the time of application, an authorisation letter must be submitted by his/her representative for the passport application of the child. The signature of the absent parent has to be certified by a German authority and presented as proof.

It is not mandatory to appear in person to change the place of residence in the passport, as long as a letter of authoritation and an application form signed by the passport holder or legal representative (see downloads) are presented.

Carrying out the change of residence is free of charge.

The following documents are required in the original (+ one copy each):

  1. Passport, if necessary second passport
  2. A fully filled-in application for a change of residence (see downloads)
  3. De-registration certificate from your last place of residence, if your last place of residence was in Germany
  4. Proof of temporary/permanent residence permit

In individual cases, additional documents may be required.

The Federal Foreign Office will use your personal data to issue a passport, a replacement passport or an identity card. Personal data are all information referring to an identified or identifiable natural person. We would like to provide the following information regarding our data processing in order to comply with our obligation under Article 13 of the GDPR:

  1. Pursuant to Article 4 (7) of the GDPR, responsibility for the processing of your personal data lies with the Federal Foreign Office with its missions abroad:

  3. Your personal data will be processed for the purposes of issuing the passports, checking their authenticity, verifying the identity of the passport/identity card holder and implementing the Passports Act/Act on Identity Cards and Electronic Identification. The legal basis for processing is Sections 4 and 6 (2) of the Passports Act and Sections 5 and 9 (2) of the Act on Identity Cards and Electronic Identification.
  4. Your personal data will be stored for a maximum of 30 years after expiry of the document in question, pursuant to Section 21 (4) of the Passports Act and Section 23 (4) of the Act on Identity Cards and Electronic Identification. The fingerprints stored with the application will be deleted at the latest after the document has been handed over or sent to you pursuant to Section 16 (2) of the Passports Act and Section 26 (2) of the Act on Identity Cards and Electronic Identification.
  5. As a data subject you have the following rights:
    - Right of access (Article 15 GDPR)
    - Right to rectification (Article 16 GDPR)
    - Right to erasure (Article 17 GDPR), unless storage regulations in the Passports Act or the Act on Identity Cards and Electronic Identification dictate otherwise
    - Right to restriction of processing (Article 18 GDPR)
    - Right to data portability (Article 20 GDPR)
    - Right to object (Article 21 GDPR)
  6. You also have the right to complain to a data protection supervisory authority about our processing of your personal data.
  7. As part of data processing, when a passport or identity card is issued, your personal data will be passed on to the document producer for the purposes of producing the passport. Pursuant to Section 22 ff of the Passports Act / Section 24 of the Act on Identity Cards and Electronic Identification, the passport/identity card authority is entitled to pass on data from the passport register to other public bodies insofar as this is necessary for the recipient to perform the tasks for which they are responsible.

Passport Fees

The following fees must be paid cash in Ugandan Shilling only (converted by the current exchange rate) when you submit an application. Please note that credit cards and Euro in cash are not accepted.

1. Normal fees:

Biometric passport (Applicant over 24 years):80,00,- €

Biometric passport (Applicant under 24 years):
58,50,- €
Temporary passport:39,00,- €

2. If you are still registered in Germany an additional fee (“Unzuständikeitszuschlag”) will be charged. The fees are:

Biometric passport (Applicant over 24 years)139,00,- €

3. The biometric passport may also be issued with 48 pages, instead of 32 (recommended if frequent traveller). The following additional fee will be charged for this service:

High-quality photos are essential for the perfect reproduction of the image and are a prerequisite for using facial biometrics in ID documents. The sample photos show the features which ensure that photos are suitable for use in ID documents.
